What is ASMTP?
The Admission Scheme for Mainland Talents and Professionals (ASMTP, 输入内地人才计划) is the GEP-equivalent route for Chinese mainland residents. It allows a Hong Kong employer to sponsor a mainland professional whose skills, knowledge or experience are not readily available locally.
Eligibility — almost identical to GEP
- A genuine Hong Kong job offer that requires expertise not easily filled locally.
- Strong academic / professional background — usually a bachelor's degree, or proven specialist experience.
- Remuneration at the prevailing local market level.
- A clean immigration / criminal record.
The key additional step: once Hong Kong Immigration issues the visa, the applicant must obtain an Exit Endorsement (EEP, 出入境通行证) from the relevant Public Security Bureau in their hukou city before traveling.

Standard pattern: 2 + 3 + 3 years, leading to Right of Abode after 7 continuous years.
Common pitfalls specific to ASMTP
- EEP delays at the mainland end — apply for the exit endorsement as soon as the Hong Kong visa is issued.
- Hukou and household-registration mismatches can delay EEP issuance; ensure documents are consistent.
- Employers used to GEP filings sometimes underestimate ASMTP scrutiny of small-employer financials.
